Job Opening: Director of Finance and Administration, Head Office, Grade E2

The National Social Security Authority is going through a transformation to become a modern, responsive organization that provides real value to its members through effective social security services. As part of this, they are looking to hire qualified and ethical professionals for key roles.

Role Overview:
Reporting to the General Manager, the successful applicant will oversee all financial operations of the Authority. This includes financial planning, cost control, budgeting, and providing high-level oversight of corporate governance. The role also involves leading the organization’s financial and administrative functions to ensure effective financial management, compliance, efficient use of resources, and smooth running of stores, transport, registry, and support services. The aim is to meet organizational targets and improve overall performance.

Main Responsibilities:
1. Help shape company strategy and policy by advising the Board and General Manager on financial matters and the impact of decisions
2. Create, direct, and oversee financial support strategies
3. Develop and review financial plans and strategies that align with the NSSA business plan to achieve the Authority’s goals
4. Prepare timely, accurate, and complete financial reports for government and internal use
5. Establish the budget framework for NSSA based on the strategy set by the Board
6. Review budget proposals for each division in line with NSSA’s vision, mission, and strategic direction
7. Oversee all financial transactions and accounting functions, including systems, corporate governance, managing capital requirements, debt, taxation, equity, and acquisitions
8. Ensure accounting and reporting meet International Financial Reporting Standards
9. Build cost control strategies to enhance profitability
10. Introduce, review, and monitor internal control systems to maintain strong internal controls
11. Implement policies and procedures that support a sound control environment
12. Develop and enforce administrative policies that align stores, transport, and registry functions with the Authority’s goals
13. Plan and allocate resources strategically to ensure efficient use of vehicles, supplies, and records management systems
14. Strengthen accountability and risk management through proper inventory control, transport monitoring, and secure record keeping

Requirements & How to apply

Requirements:
1. A Bachelor’s degree in Accounting or equivalent
2. A recognized professional accounting qualification such as Chartered Accountant or similar is required
3. A postgraduate business qualification like an MBA or MBL is an advantage
4. At least 10 years of corporate work experience, with a minimum of 5 years at executive level

1. Technically competent with strong personal character
2. Excellent communication and presentation skills, both written and verbal
3. High social, emotional, and political maturity
4. Demonstrates professionalism, transparency, and honesty
5. Must have credibility in the market and exhibit gravitas appropriate for the role
