Job Opening: Information Communication and Technology Manager

The Zimbabwe National Water Authority is seeking applications for a senior management position in ICT. The role supports the organisation’s goal of providing reliable water services through strong infrastructure and technology solutions that drive economic and social progress.

TM Industrial Psychological Services has been appointed to manage the recruitment process for this position. They are looking for a skilled, innovative, and results-focused ICT leader with experience in managing technology environments, digital transformation projects, enterprise systems, cybersecurity, data handling, and ICT-based service delivery.

The successful candidate will report to the Director of Water Supply Services and Rural Development. The purpose of the role is to guide and support the Authority’s digital transformation agenda by developing, implementing, integrating, and improving ICT strategies that ensure secure, innovative, and efficient infrastructure and services.

Key Duties:
1. Develop and execute ICT strategies that align with the Authority’s goals and international best practices
2. Oversee planning and rollout of both short-term and long-term ICT infrastructure
3. Identify business needs and recommend suitable ICT solutions, systems, and improvements
4. Build and maintain robust ICT systems to support business continuity and operational efficiency
5. Keep ICT capabilities updated in line with technological changes and business demands
6. Ensure IT systems and processes stay current with global advancements and standards
7. Manage ICT projects to ensure they are delivered on time, within scope, and on budget
8. Lead and coordinate policy development, implementation, and monitoring for the ICT department
9. Carry out any other duties assigned by the supervisor

Candidate Requirements:
1. A Bachelor’s degree in Computer Science, Information Technology, or a related field. A Master’s degree is an advantage
2. At least 5 years of experience in a managerial ICT role or similar environment
3. Strong project management skills with solid knowledge of ICT infrastructure, systems, and new technologies
4. Proven abilities in leadership, analysis, innovation, stakeholder engagement, communication, change management, and problem-solving
5. Strategic thinking with high integrity, commercial awareness, cybersecurity understanding, public service orientation, and a technology-driven mindset
6. Excellent interpersonal and communication skills, along with experience in stakeholder and vendor management, team leadership, and collaboration
