About the Organization & Project
Plan International is a global humanitarian organization focused on advancing children’s rights and promoting gender equality. In Zimbabwe, it runs development programs aimed at empowering youth, improving inclusion, and transforming gender norms.
The PROSE-ECM project (2023–2026) works across seven wards in Kwekwe to reduce child marriage and teenage pregnancy. It does this by improving access to education, strengthening livelihoods for girls and young women, promoting positive parenting, and supporting community protection systems. The initiative reaches over 10,000 beneficiaries through schools and community programs.
Purpose of the Consultancy
The consultant/team will evaluate the project’s overall performance and impact at the end of its cycle.
Key Responsibilities
Review project documents and data.
Lead an inception workshop and develop an evaluation plan.
Conduct surveys and qualitative research (e.g., interviews, focus groups).
Apply outcome harvesting methods and support stakeholder engagement.
Ensure ethical and safe data collection practices.
Analyze and organize data for reporting.
Present findings and validate them with stakeholders.
Produce draft and final evaluation reports.

Requirements & How to apply
Required Qualifications
Experience conducting project evaluations (preferably using OECD-DAC standards).
Strong research and data analysis skills (both qualitative and quantitative).
Background in social sciences, development, education, or public health.
At least 5 years’ experience working with NGOs or similar organizations.
Knowledge of child protection, SRHR, youth empowerment, and gender issues.
Familiarity with Zimbabwe or similar contexts (local language skills are a plus).
Ability to produce high-quality analytical reports.

Bidders must submit two parts in their proposal: a technical section that describes the suggested approach, methodology and work schedule, and a financial section that provides a detailed budget together with the CVs of the team members who will carry out the work. Applicants should also include examples of at least two comparable evaluations they have completed in the past four years.
Proposals should be placed in sealed plain envelopes clearly labeled “Promoting Education, Skills and an Enabling Environment to End Child Marriages (PROSE‑ECM)– End of Term Evaluation.”
